Error changing assignee on tasks via API (BB-2123)

There was a wrong datatype on FxRate which should be double instead of decimal, which affected the execution of manual orders via the API. This is now solved. (BB-2041)

Language did not change when changing language in the drop-down menu in the system.

The filtering menu was missing in Position Reconciliation.
